У каждой технике в игре есть, так называемый "шанс возгорания". Данный навык повышает именно его, а не работает отдельно.
Этот навык лоторея - то ли сработает то ли нет.

Every engine in this game has it's own chance to be set on fire, it is stated in corresponding module info page.
Those skills are affecting this base chance.
Example if engine have 20% chance to be lighted up and skill is adding another 20% you have 22% total chance, not 40.
So yes, overall those skill are useless.
